It's not the same.

Linux, being open source, is much more available for user update. If you don't have a driver, you can make one yourself or have someone make one for you. That is why you can blame the OS because the OS is compiled by people who are not much different than yourself.

Anything Debian-based basks in a huge supportive community. There are thousands of users with different peripherals and different setups. The reason why your stuff works is because someone before you has used the same setup/peripheral.

The only way to get what you want, is to make Windows open source. I'd like to see it but the odds of that happening are slim to none in the near future. I only like my peripherals when they work, so I'll just stick to my Linux box until then.
