The U.N. Security Council is holding emergency consultations on the conflict between Russia and Georgia while France has been trying to resolve the crisis with a six-point plan for ending hostilities. So far there has been no move to put the resolution to a vote.

A previously circulated draft proposal required that fighting cease immediately and Russian and Georgian troops return to positions held before the fighting. Georgia's sovereignty would be respected, and cooperation be given to peacekeepers and relief workers. But Russia's U.N. ambassador said Moscow could not support the French draft, Reuters reported.
